THE PRESIDENT IS PRESENTED WITH CREDENTIALS BY THE AMBASSADOR OF CAMBODIA AND THE AMBASSADOR OF THE PHILIPPINES
The President of Malta, H.E. Dr. Edward Fenech Adami, was presented with the Letters of Credence by H.E. Mr. Kea Puth Reasmey, Ambassador for Cambodia and by H.E. Mr. Bayani V. Mangibin, Ambassador of the Philippines.
The ceremony took place in the Ambassadors’ Room at the Palace, Valletta.
This afternoon, the President and Mrs. Fenech Adami will host the newly accredited Ambassadors to an official luncheon at the San Anton Palace.

H.E. Mr. Keo Puth Reasmey was born in Kompong Cham, Cambodia.
The Ambassador studied at Sorbonne University in Paris where he specialised in Economics and Finances. He then further his studies in Canada at the Haute Etudes Commerciales, Montreal University were he specialised in Accountancy in 1984. He also obtained a Master of Sciences and a Diploma in Sciences of Accountancy.

His diplomatic career started in 1975 as Financial Analyst, at the Ministry of Revenue in Quebec, Canada. From the period of 1986-1991 he was Head of Department for Political and External Affairs in the Coalition Government of Cambodia (CGDK) led by HRH Prince Norodom Sihanouk. During the years 1991 – 1994 he held various high ranking positions which amongst many include that of Head of Cambodian Delegation to the Preparatory Meeting on Reconstruction and Rehabilitation of Cambodia, chief of Secretariat of the Chief of State and President for the Supreme National Council of Cambodia and also that of Minister of Cabinet of His Majesty King of Cambodia.
He has served as Ambassador of the Kingdom of Cambodia to Indonesia, The Republic of Philippines, Brunei Darussalam, and Malaysia. Since 2004 he has been serving as Ambassador of the Kingdom of Cambodia to Germany.
The Ambassador is married and he has two children.

H.E. Mr. Bayani V. Mangibin was born in May 1951 in Dagupan City, Pangasinan.
The Ambassador graduated with a Bachelor of Arts in Political Science from the University of the Philippines in 1971.
His diplomatic career started in 1979 as Chief, External Relations Division and Principal Assistant to the Assistant Minister of ASEAN (Association of South East Asia Nations) Affairs. Other high ranking positions followed and include Director, Office of Asia and Pacific Affairs, Special Assistant and Head at the Office of Legal Assistant for Migrant Workers’ Affairs and Secretary General, Philippine Claims and compensation Committee Secretariat.

He also served the country in several foreign places such as Minister and Consul General in Kuala Lumpur PE, Charge d’Affaires in Kuwait and also Ambassador Extraordinary and Plenipotentiary in Kuwait, a post which he has been holding since 2003.
The Ambassador is married to Carmen Mangibin nee Encarnado.
