President Myriam Spiteri Debono addresses Italy’s National Day celebration

This evening’s event is in celebration of the Italian Republic’s National Day, an ode in honour of Italy’s identity, unity, and democracy. It is also an occasion to celebrate the friendship that exists between our two countries and the cultural affinity that connects our peoples.

This excellent relationship was highlighted during my meeting with President Mattarella in Rome last January, where we both reiterated our commitment to continue building on what we have achieved so far and tackle common challenges together.

Italy has been a partner and a friend since the beginning of our journey as an independent nation.

Our geographic proximity has undoubtedly contributed to the formation of this strong bond, which we are keen to continue enhancing.

This closeness is reflected in the signing of many important bilateral agreements in the areas of security, energy, culture, and education, among others.

I also wish to highlight the close coordination and cooperation that exists on issues of common concern.

Italy is Malta’s largest import partner and fourth largest export destination, and Malta will continue to encourage and support all projects aimed at bringing about increased interactions and collaboration among our respective commercial stakeholders.

Malta appreciates the collaboration that exists in the energy sector. We are grateful for the support we have received from the Italian government to connect Malta with the European electricity network, and look forward to building on this momentum with the development of the second interconnector which will provide more stability and security of supply.

Turning to the tourism sector, a key pillar of Malta’s economy, over half a million Italians visit Malta every year, and circa 20,000 Italian students choose our country to study English. I also note with satisfaction that outbound tourism from Malta to Italy is remarkable, with thousands of Maltese visiting Italy each year.

Such exchanges, facilitated by frequent air and maritime connections to various Italian regions, will continue to bring our peoples closer to each other.

Excellencies, distinguished guests

As members of the European Union, Italy and Malta advocate respect for international law and for human rights around the world, and contribute to the maintenance of international peace and security.

We spared no effort to promote these values when we were serving as an elected member of the UN Security Council in 2023-24, and as Chairperson-in-office of the OSCE last year.

Italy, as a member of the G7 and as holder of its Presidency last year, has taken a leading role in addressing global challenges, demonstrating its leadership and commitment to global stability and cooperation.

During our Presidency of the Council of Europe, which we assumed earlier this month, Malta will be focussing on: (i) the protection of children; (ii) the promotion of equality and the fight against violence and discrimination; (iii) youth empowerment; and (iv) safeguarding and promoting fundamental rights and freedoms.

In all of this, we will also seek to maintain the organisation’s solidarity and support for Ukraine, and serve as a strong voice for a peace rooted in the UN Charter, that safeguards Ukraine’s independence, sovereignty, and territorial integrity.

Italy and Malta are also a consistent voice for peace and stability in the Mediterranean, a region that has been plagued by conflict, geopolitical tensions, terrorism, violent extremism, threats to maritime security, human rights violations, socio-economic inequalities, and climate change for many years.

The situation in Gaza is one of the most urgent and tragic examples. The Palestinian population, especially women and children, continues to experience death, devastation, and extreme hardships as violations of international humanitarian law persist daily.

The European Union cannot stay silent in the face of such brutal and unrestrained military action and the unparalleled humanitarian tragedy that continues to unfold.

Even wars have rules. The current situation is completely untenable, and we must stand up for the principles and values that we believe in under all circumstances. The EU has to send a strong united message clearly and unequivocally signifying its condemnation and disapproval of these flagrant violations of international humanitarian law. This is destruction of humanity.

The situation in the West Bank is also extremely concerning, further underlining the pressing need for a just and lasting peace based on the two-State solution.

It is hoped that the recognition of Palestine by key players may positively impact the situation, eventually leading to a two-State solution.

But first and foremost, the two-State solution, if it is to ultimately bring about lasting peace, has to be taken on and be believed in by the two protagonists, namely Israel and the Palestinians.

In this respect, it is important that nations having influence on the two sides exert this influence to bring about the stability and serenity sorely needed in the area.

Neither can we lose sight of Libya, where the political and security situation remains extremely fragile. Recent developments are deeply concerning, and a stark reminder that we must strive to make sure that the arms embargo imposed by Security Council resolution 1970 is implemented so that Libya can move towards stability and security in full enjoyment of its sovereignty and territorial integrity.

Migration is another challenge that demands effective, innovative, and sustainable solutions.

In this context, Malta appreciates Italy’s hosting of the International Conference on Development and Migration, and the establishment of the Rome Process, and we are ready to continue working closely with Italy.

Undoubtedly, a holistic approach to effectively address the root causes of these conflicts and issues is urgently needed. In doing so, we must also remember that the Mediterranean region has one of the youngest populations in the world. It is therefore imperative that young persons are given a more prominent role in society and included in peacebuilding initiatives and decision-making processes.

I want to express my sincere appreciation to the Italian Community in Malta. You are an integral part of our society, and the Presidency greatly values your contributions.

As your term of service in Malta draws to a close, I wish to extend my heartfelt congratulations and express my sincere appreciation for your dedication and contribution to strengthening the ties between our two nations.

I convey my best wishes for continued professional success. May your future roles be as distinguished and impactful as your tenure here.
