Appointment of new Magistrates

The President of Malta hereby notifies that:

Following the public call issued on 31 January 2025 by the Minister for Justice and Reform of the Construction Sector, Jonathan Attard, for the appointment of two Magistrates to the Inferior Courts of Malta, from eligible persons for this position:

The Judicial Appointments Committee appointed in terms of Article 96 A of the Constitution of Malta, received and considered twenty-three (23) expressions of interest all of which were eligible for consideration in accordance with Article 100 (2) of the Constitution.

At a meeting of the Committee held on Saturday 15th March 2025, the Committee, guiding itself by the dispositions of Article 96 B of the Constitution and its own approved rules and guidelines, evaluated all the candidates;

After the Committee deliberated on the recommendations it is required to make to the President in accordance with Article 96 A of the Constitution of Malta;

On Monday 24 March 2025 the Secretary of the Committee, Mr Frankie Mercieca presented me with a detailed report with the names of three candidates who in the opinion of the Committee were the most suitable and deserving so that from these three candidates the President makes her choice in terms of Article 96 A (6) (d).

The names of the three candidates in alphabetical order were:

Dr Bianco Ingrid
Dr Borg Galea Monica
Dr Sammut Tanya.

On 2 April 2025 I informed the Committee that my choice in accordance with the same Article 96 A (6) (d) of the Constitution was:

Dr Sammut Tanya.

Subsequently on Wednesday 9th April 2025 the Secretary of the Committee Mr Frankie Mercieca presented me with a second detailed report, also resulting from the sitting of 15th March 2025 with the names, in accordance with Article 96 A (6)(d) of the Constitution of Malta, of three candidates who in the opinion of the Committee were the most suitable and deserving.

The names in alphabetical order were these:

Dr Agius Franco
Dr Bianco Ingrid
Dr Borg Galea Monica.

The choice from these three names, in accordance with the same Article 96A (6) (d) of the Constitution, is of:

Dr Borg Galea Monica.

Whereas in accordance with Article 100 (1) of the Constitution, Magistrates of the Inferior Courts shall be appointed by the President, acting on the recommendation of the Judicial Appointments Committee established by Article 96A of the Constitution; the President appoints, in alphabetical order, the following persons to serve as Magistrates of the Inferior Courts:

Dr Borg Galea Monica
Dr Sammut Tanya.

The names of the candidates who in the opinion of the Committee were submitted to the President for selection as being the most suitable and meritorious, according to the procedure established by Article 96 A (6)(d) are to be published: these names appear above in this statement.

It is hereby declared that the appointment of two Magistrates pursuant to the public call issued by the Minister for Justice and Reform of the Construction Sector on 31 January 2025, has been satisfied and fulfilled.

The President congratulates the new Magistrates and thanks the members of the Judicial Appointments Committee for the valuable and meticulous work they have carried out.
